Is Teleconsult Covered by Insurance in Singapore?

Teleconsult coverage in Singapore depends on the type of coverage you mean. Private insurance, employer medical benefits, corporate panel arrangements, MediSave, and CHAS all use different rules. There is no single Singapore-wide rule that every online doctor visit is automatically covered.

Insurance is plan-specific

Some insurers and corporate healthcare plans include teleconsultation. Others cover only specific panel providers, app-based services, or approved clinical categories. HealthHub advises patients to check whether telemedicine services are covered under their insurance policy, especially when considering providers outside Singapore.

That means two patients can have different outcomes after the same type of teleconsult. One may be reimbursed through a company health plan, while another may need to pay privately because the provider is not on panel or the policy excludes outpatient telemedicine.

Employer reimbursement is not the same as insurance

Under MOM guidance, employers must recognise MCs issued by doctors registered under the Medical Registration Act or Dental Registration Act, including MCs issued through teleconsultation. Recognition of sick leave and reimbursement of the consultation fee are related but separate issues.

MOM explains that employers must pay for medical consultation fees if the MC is from a government doctor or dentist, or from a company-approved doctor or dentist, and the employee has met the service requirement. Employers can appoint panel clinics, but employees may still visit a clinic of their choice for sick-leave eligibility if legal requirements are met. Reimbursement may depend on whether the clinic is company-approved.

Can MediSave or CHAS cover teleconsults?

For common acute illnesses such as cough, fever, sore throat, stomach flu, or an MC request, teleconsults are usually private-pay. MediSave and CHAS are not a general subsidy for every online GP visit.

There are specific outpatient uses of MediSave, including selected chronic disease management and other approved outpatient treatments. For teleconsults, the practical rule is to check whether your situation is part of an approved chronic follow-up pathway at a participating provider. What documents should you keep?

  • Consultation receipt or tax invoice.
  • Medication invoice, if medicine was dispensed or delivered.
  • Delivery fee receipt, if separate.
  • Medical certificate, if issued.
  • Referral letter or memo, if the doctor issued one.
  • Any claim form or panel-provider reference required by your employer or insurer.
